France prohibited plastic microbeads in cosmetics in 2018. Nearly a decade on, it is time to take stock: they have not gone away, and you are eating them every day without realising it.
You may remember the period around 2015 when exfoliating scrubs became public enemy number one for the environment. The problem was the polyethylene microbeads they contained: industrially manufactured spheres measuring under one millimetre, which thousands of rinse-off cosmetic products used as abrasive agents. Some products contained them in extraordinary quantities. In a post on X on 20 May, environmental policy analyst Anish Moonka explained: “a single bottle of exfoliating gel could contain as many as 330,000 plastic microbeads”.
Following heated discussions between French regulators and manufacturers, sales of these beads were banned in France in 2018. A victory? No. As with microplastics, banning them does not mean they stop polluting the environment; they can now be found everywhere. Because they persist for so long, the ban primarily eased consciences without breaking the contamination chain that carried them from your bathroom… to your plate.
Plastic microbeads: from cosmetic scrubs to the food chain
At the time, these products enjoyed huge commercial success, fuelled by aggressive marketing that persuaded consumers that microbeads improved exfoliation. That claim was already questionable from a medical perspective, but environmentally it represented a genuine time bomb for natural ecosystems. According to a report from the UK Parliament’s Environmental Audit Committee, a single shower could flush up to 100,000 microbeads into the drains, amounting to 86 tonnes a year in the United Kingdom alone.
In the same post, Anish Moonka quantified the scale of this movement at the height of their use: “around 8 trillion of these beads went into US sewers every day, enough to cover more than 300 tennis courts”.
When these particles enter the sewer network, wastewater treatment plants are not designed to capture them. Some facilities could therefore process several hundred million every day; the particles were separated from treated clear water and diverted into sewage sludge. That sludge is then spread on agricultural land as fertiliser for crops, and, as Anish Moonka notes, it “ends up in rivers when it rains”.
Researchers at Cardiff University estimate that between 86 and 710 trillion microplastic particles are applied to European soils in this way each year, making the continent’s farmland the world’s largest reservoir of microplastics.
Regulation, lobbying and cosmetic loopholes
One might have expected such figures to speed up regulatory action, but that would be to underestimate Cosmetics Europe, which sends armies of lobbyists to Brussels whenever proposed legislation threatens to reduce its margins. This intense pressure partly explains why REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) - the legal framework governing, since 2007, the marketing of every chemical substance sold in Europe - only restricted microplastics in cosmetics in September 2023, and solely in rinse-off products.
Moisturisers, foundations, deodorants and detergents all remain legal in 2026. Even where they no longer contain microbeads, other forms of microplastics that are equally harmful to the environment can still be found in them: film-forming polymers, polyethylene particles and microcapsules. This is advantageous for an industry highly skilled at exploiting definitions. Some manufacturers have bypassed bans by replacing microbeads with chemically near-identical synthetic waxes, reclassified as “semi-liquid” and therefore outside the scope of the law.
In his post, Anish Moonka shares a 2025 study published in the journal Environmental Science and Pollution Research. Researchers tested 28 facial scrubs sold in countries with a complete ban; six out of eight still contained them, with some containing up to 6,298 microbeads per gram, concealed by the “semi-liquid” classification that exempted them from the ban. The 2018 ban therefore delivered exactly what the lobbying effort had sought: a superficial victory strong enough to reassure public opinion, yet permissive enough for business to carry on.
Microbeads, macro damage: a steep health cost
As we have seen, some of these microbeads reached agricultural soil, while others continued along the route into our food chain and, inevitably, our organs. In 2025, a team at the University of New Mexico led by toxicologist Matthew Campen published a study in Nature Medicine whose conclusions were utterly alarming.
The team analysed brain tissue taken from people who died in 2016 and in 2024. The finding was that the brains of people who died in 2024 contained roughly 50% more plastic than those from 2016. Brains from people who died with a dementia diagnosis contained three to five times more than the others. The total amount measured was seven grams per brain - the weight of a small disposable spoon. This echoed the study we reported on last year, published in Brain Medicine, which focused instead on diet.
Another, slightly earlier study, published in Frontiers in Public Health in June 2024, documented microplastics in blood, the placenta, breast milk and the lungs. Although there is not yet a scientific consensus about their effects, they are strongly suspected of causing respiratory illnesses, chronic inflammation and oxidative stress, as well as being toxic to reproduction.
In many ways, the story of microbeads perfectly sums up how Western democracies handle environmental scandals. Manufacturers, warned as early as the beginning of the 2000s about the toxicity of their products, continued selling them until media pressure became too powerful to avoid a legislative response. Far too weak to constrain an industry fiercely determined not to yield, that response symbolically satisfied public opinion, which then had no reason to check whether the ban had actually worked. Procter & Gamble, L’Oréal, Unilever and Johnson & Johnson: cosmetic giants that have never been punished for knowingly poisoning us with their microbeads. At no point were they breaking the law, because regulatory frameworks readily bend to those who understand that, in a market democracy, what is not expressly banned is implicitly allowed - and who have done everything possible to keep the list of prohibitions as short as possible.
